Privatization -
Is the trend
of private industry taking over traditional
public services. As quality and service
are improved, private corporations
are realizing a slow profit, but with
vision of profits for years to come.
A generally accepted area of privatization
is a Design-Finance-Build team approach
that basically turns over to the private
sector the job of completing projects
and renting them back to the municipal
or tax-exempt entity for a number
of years.
This can be done in many different
ways, with two being the most prevalent:
1. Tax-Exempt Low Interest Financing
- The municipality is the owner during
construction and owns throughout the
term of the lease contract and thereafter.
2. Commercial Rental - The municipality
never owns it - just rents, and the
design team, finance source, etc.
